摘要:The number of vacant urban buildings is on the rise due to the economic crisis. In particular, the vacant buildings that are owned by public agencies are not only turning into a kind of environmental and social slum since they are not used to serve their purposes, but they are also costing a great deal of money. Despite this trend, public welfare facilities need to be continuously supplied in order to offer public services with the construction of social infrastructures. However, hardly any money is spent in reviewing the feasibility of small buildings, and the reliability of the review is not ensured since public agencies are short of professional skills. For this reason, it is necessary to develop a model that enables public agencies′ stakeholders to quickly and easily analyze the feasibility of remodeling projects. To implement the model, the key feasibility indicators (KFIs) should be determined. Therefore, this study aims to produce the quantitative and qualitative KFIs to be used for analyzing the feasibility of remodeling projects of public welfare facilities. The KFIs derived from this research will be used as the significant factors to develop a model that diagnoses the situation and suggests directions for remodeling government-owned buildings.
