摘要：Deadly pandemics are always remembered with fear in memory, as they don’t recognize geographical locations and cause everyone to die without being limited to any social status in societies. Nowadays humanity is experiencing the impact of deaths caused by Covid-19 outbreak and its social, economic, political consequences. From this point, the epidemic has emerged as an imperative both to address the internal security approach as a public health problem and to reduce its social, political, economic effects. This study aims to identify how the Covid-19 outbreak can be reduced on the negative effects of countries and communities and managed. The study was carried out on a theoretical basis by a literature review. With this study, it is intended for states to gain the competence to manage measures that will protect the lives of their citizens first and then their welfare in case of similar problems in the coming decades.Ölümcül salgınlar, coğrafi mekân tanımadan ve toplumlarda hiçbir sosyal statüyle sınırlanmadan her-kesin ölümüne sebebiyet vermeleri bakımıyla her zaman hafızalarda korkuyla anılmıştır. Bugünlerde ise, insanlık Covid-19 Salgını nedeniyle meydana gelen ölümlerin etkisini ve salgının toplumsal, ekonomik ve siyasal sonuçlarını birlikte yaşamaktadır. Bu açıdan; salgınının hem bir halk sağlığı sorunu olarak iç güvenlik yaklaşımı çerçevesinde ele alınması, hem de toplumsal, siyasal ve ekonomik etkilerinin azaltılması hususu zorunluluk olarak ortaya çıkmaktadır. Bu çalışma; Covid-19 Salgınının ülkelerin ve toplumlarının üzerindeki olumsuz etkilerinin nasıl azaltılacağı ve yönetilebileceğinin tespitini amaçlamaktadır. Çalışma, literatür taraması yapılarak teorik bir zeminde yürütülmüştür. Çalışma ile önümüzdeki on yıllar boyunca benzer sorunlarla karşılaşılması durumunda; devletlerin, öncelikle vatandaşlarının hayatlarını daha sonra ise refahını koruyacak tedbirleri yönetebilme yetkinliğini kazanması hedeflenmiştir.
