  • 摘要:This Special Issue of the Journal of Management Science and Engineering brings attention to mega-project and pro- gram management research. Typically, organizations perform two main functions: RUN and TRANSFORM. Running the organization is also called Business-as-Usual (BAU); it includes all ongoing activities that enable it to assert its market position. Though larger than traditional projects by order of magnitude, mega-projects fall within the BAU category, yet require attention due to added complexities and potential for massive losses. Transforming the organization requires initiatives that enable the organization to improve, or even shift, their market position. Program management is uni- versally recognized as the best way to implement strategic initiatives and as a vehicle for organizational transformation or change. So what is a program? The definition by Project Management Institute is that it is a group of related projects and elements of ongoing operations, managed in a coordinated way, to obtain benefits not available from managing them individually (PMI, 2019). Programs require investment in an organization's future and deliver benefits by enhancing current or developing new capabilities. They are the means of achieving goals and objectives in the context of organi- zational strategy.
