摘要:The purpose of the study is to investigate thedevelopment that happened in the policies of humanresources management in the Palestinian public sectorinPalestine through a comparison between 2015-2019 for alljobs of human resources departments in the public sectorwith the help of public employees office in Palestine;through the analytical comparative approach. The studyconcluded that: There has been no significantdevelopment in the policies and systems of performanceevaluation, training and development processes andmotivation systems in the Palestinian public sector duringthe years 2015 and 2019 as the general degree ofperformance evaluation policies continued to be at theintermediate level. While there has been a noticeabledevelopment in the selection and appointment policieswhere the study showed a shift in the degree from averageto high in terms of adopting merit and competencystandards only in employment and selecting the bestcompetencies and elements qualified for the civil servicewhile there has been a noticeable development in jobdesign and organizational structures in the shift fromaverage to high in terms of a noticeable development interms of achieving a match between the job and itsoccupant in terms of the required skills and experience,achieving a match between the job and its incumbent interms of scientific qualifications and enabling workdesign to create and arouse enthusiasm in the hearts of thepublic occupants with a remarkable development in termsof creating a formal communication network betweendepartments that allows for a smooth exchange ofinformation, clearly and properly defining the roles andtasks of each employee and the role of the functionalstructure in avoiding conflict of powers among employeesand taking into account specialization in business to reachthe maximum possible efficiency.
