  • 摘要:The purpose of this paper is to show how de-veloping countries, with the use of destructive tech-nologies and appropriate strategies, can enhance their disaster management capability despite the lack of financial resources. In this study SWOT-ANP (Strengths-Weaknesses-Opportunities-Threats anal-ysis and Analytic Network Process) model has been proposed for prioritisation of strategies for applica-tion of Unmanned Aircraft Systems in disaster man-agement in the Republic of Serbia. SWOT analysis has been used to determine internal and external fac-tors of possible UAS application. The Analytic Net-work Process has been used to determine quantita-tive impact of SWOT factors in order to determine the best strategies. Proposed SWOT-ANP model for application of UAS in disaster management in the Republic of Serbia presented in this work represents a framework how the effort of organisation that are dealing with disaster management can be further im-proved by utilization of the new technology.Effec-tive disaster management or disaster response can be improved with usage of disruptive technologies, such as Unmanned Aircraft Systems, through imple-mentation of defined sequential strategies as a result of proposed SWOT-ANP model.
