标题：O PAPEL DO COOPERATIVISMO NO PROGRAMA NACIONAL DE ALIMENTAÇÃO ESCOLAR NO MUNICÍPIO DE GUARAPUAVA - PR /The role of cooperativism in the national school food program in Guarapuava city - PR
摘要：As políticas públicas sempre foram essenciais à agricultura familiar, sua organização em cooperativas é uma das estratégias de fortalecimento e emancipação. Esse estudo teve por objetivo investigar o acesso das cooperativas a política pública do Programa Nacional da Alimentação Escolar no município de Guarapuava-PR durante os anos de 2015 a 2018. Realizou-se consulta a documentos oficiais de prestação de contas. A aquisição de gêneros alimentícios da agricultura familiar aumentou progressivamente no decorrer dos anos analisados, perfazendo quase 50% do recurso destinado a alimentação escolar municipal pelo FNDE no ano de 2018. Uma Central de Associações foi a grande responsável pelo fornecimento desses alimentos em todos os anos e duas cooperativas forneceram pontualmente em 2016 e 2018 uma pequena porcentagem de gêneros alimentícios. Apesar do mercado institucional do PNAE apresentar inúmeros benefícios sobre a geração de renda e o desenvolvimento rural sustentável, muitos ainda são os entraves que frustram as aquisições. ABSTRACT: This study aimed to investigate the access of cooperatives in the public policy of the National School Food Program in the municipality of Guarapuava-PR at Parana State in Brazil, during the years 2015 to 2018. We consulted secondary data in the public domain Accountability Management System. Among the results found, the purchase of foodstuffs from family farming increased progressively over the years analyzed, making up almost 50% of the resource destined to municipal school feeding by the FNDE in 2018. The results identified that a Central of Associations was responsible for the supply of these foods every year and two cooperatives provided punctually in 2016 and 2018 a small percentage of foodstuffs.
