摘要：This is one of a series of commentaries on theories and assumptions that dominated American military policy during the 1960s. The first of the series appeared fourteen years ago in the Air University Quarterly Review With only two exceptions, all have been published in its successor, the Air University Review. Most of these commentaries were based on books selected by the Review Editor.
