摘要：Even though the Public Private Partnership (PPP) program has been implemented in many countries, assessing the program success is limited. Thus, the purpose of this paper is to explore what PPP success is from the perspective of the critical players of PPP in Malaysia, i.e. the public and the private partners. This study is a qualitative research design where data was gathered through open-ended questionnaires, interviews, and emails. Data has been analysed using the constant comparative method. Respondents have been selected by purposive sampling from both the private and public sectors. The findings of this study recognised that both the public and the private sector are agreeable to what successful PPP is. Also, the results propose that PPP success be viewed from two different perspectives, i.e. process measurement and outcome measurement.
