摘要:The Brazilian agrarian question was built over five centuries of history imposed by an elite, who owned land and dictated the rules with political representations in maintaining power over generations throughout the country, the land tenure structure has always favored the concentration of land in the hands of this elite, in the last decades of the 20th century, there was a confrontation of this elite with the occupation of large estates, in search of a dignified agrarian reform for these populations of working rural families. The purpose of this study was to understand how rural settlements were constituted within the land order, in the aspect of conflicts in disputes of areas and responsibilities environment of institutions and of the family settlers in settlement projects of Conceio do Araguaia (PA). The approach methodology is qualitative, with the use of bibliographic research and documentary, in addition to semi-structured interviews, analyzed with the technique of Content Analysis (Enunciation), being carried out with public agents of INCRA, of ATERs, Union of Rural Workers and the family settlers themselves who experienced the struggles, achievements and challenges over the years in the investigated rural settlements. The implementation process of rural settlements in the investigated municipality was developed from spontaneous occupations, environmental laws were not respected by a large part of the beneficiaries of rural properties, since the state was absent in the respective rural settlements, with negligence by the institutions as INCRA in the guidance acts and inspection of environmental demands in the region.
