摘要:The Niger River Basin represents a significant potential for regional development, particularly in the areas of irrigation and hydroelectricity. A major challenge for the Niger Basin Authority (NBA) and its nine Member States is the overall coherence of the basin development and management. The existing large dams are Selingue in Mali, Kandadji in Niger, Kainji, Jebba, Shiroro, Dadin Kowa in Nigeria, and Lagdo in Cameroon. Current projects are Fomi and Taoussa in Guinea and Mali. Annex no.2 to the Niger basin water charter relating to the water regulations for the coordinated management of the structuring dams was drawn up in 2019 by the CACG - IOWater - Nodalis - ISL group and validated at the end of 2019 by the NBA Council of Ministers. Its implementation is based on an update of the NBA water resource allocation model and on a tactical management tool. In addition to data collection and operational forecast production, possible improvements in the coordinated management of Niger Basin large dams include the implementation of the NBA Permanent Technical Committee, in charge of the application of the coordinated management regulations. More generally, a coherent institutional organization is necessary, as well as a justified recognition of the role of the NBA.
