摘要:In recent years, implementation of Sivens and Caussade projects to mobilize water resources for irrigation and low-flow support have been a source of conflicts. In response to the experience of Sivens, the French government has defined the modalities of development of new water resource mobilization projects within the framework of the Territorial Projects for Water resource Management to strengthen the dialogue and support social and environmental acceptability of such projects. The article first presents the cases of Sivens and Caussade, then it analyses the territorial project approach and its ability to remove obstacles to the implementation of such projects. Finally, it considers Environmental and Social Standards required by international funders for the creation of large infrastructure projects. Notably, the involvement of stakeholders in the development process is a key point for the proper preparation and implementation of projects. At the end, the article concludes with key factors for the success and acceptability of water storage structure.
