  • 摘要:Purpose. The purpose of this paper is to reveal how the circumstances caused by the COVID-19 pandemic influence the choice of co-production of public services. The author seeks to determine how the stress caused by the pandemic responded to the desire of the population to contribute to processes that would facilitate the life of a part of society, and at the same time permit a return to the previous usual rhythm of life. The paper also aims to assess whether the initiatives emerging from the response to COVID-19 pandemic are sustainable and have the potential to be applied after the unusual situation has ended. Methodology. The paper is based on conceptual analysis and the analysis of scientific literature. The main peculiarities of citizens’ involvement in co-production of public services during COVID-19 pandemic are analysed. Findings. The sudden onset of the pandemic and the action taken immediately after it revealed the complete unpreparedness of the various sectors for it and the sometimes noticeable desperation. This can be called an initial shock, which should not have been so sudden after the events in China and the actions taken by that state. However, after the initial reaction, some businesses successfully transferred their activities to the electronic space, and citizens set an example of successful reaction through civic initiatives, with involvement in the co-production and co-creation of public services. Many of these initiatives (such as those aimed to provide assistance for older people) succeeded and contributed to the partial resolution of problems caused by the COVID-19 pandemic. However what are the trends ahead of the pandemic? Research limitations/implications. This paper uses available data related to population participation in coproduction and co-creation of public services under COVID-19 pandemic conditions. The focus of the paper on the pandemic situation is determined by several important factors: the relevance of the situation during the preparation of the paper, and the number and global nature of the cases that allowed the co-production and cocreation of public services to occur itself in various aspects, including emergency testing. Practical implications. The pandemic revealed the unpreparedness of the public sector to respond in a timely manner. The research reveals that despite great examples of co-production of public services this tool is poorly used where the cooperation between the public institutions and citizens is required. Equally, there is no clear strategy how to make successful co-production sustainable over a long time period. Originality/Value. The level of public interest in contributing to public service processes is constantly growing. The events of recent years have shown that unusual conditions as pandemic have not reduced, but conversely increased the level and scale of citizen involvement. Although co-production and co-creation processes have been observed in other areas, their occurrence during COVID-19 pandemic is exceptional. This was overshadowed by the global nature of the scale, the readiness, the initial confusion about the lack of solutions and clear answers, and other factors. In this context, a serious attitude, understanding the necessity to actively cooperate with citizens and providing assistance are particularly important. Various aspects of co-production and co-creation in a time of pandemic have become the subject of recent research. This article brings its contribution to the issue.
