其他摘要:This research aimed to; analyse factors affective the efficiency of Thailand’s Student Loan Fund for vocation education, develop an alternative strategic giving model that would enhance the efficiency of the fund, and provide policy recommendations. The research involved the following processes; 1) analysis of factors that influence the efficiency of the Student Loan Fund for vocational education by examining 34 documentations relevant to student loan schemes from 10 countries. This also required testing of factors that influence the efficiency of the Student Loan Fund by using multiple regression analysis involved 400 samples. 2) Development of the alternative strategic provision model in order to enhance the efficiency of the Student Loan Fund for vocational education. 3) Proposing of policy recommendation. This study found that: 1.the efficiency of the student loan scheme were characterized by the following factors, 1)operation time period, 2) positive attitude towards loan repayment, 3) study expenses supports, 4) an absence of penalty enforced by the Student Loan Fund, 5) loan payment by direct debit, 6) payment via Krung Thai bank’s Tele Bank,7) an absence of certification for household’s income, 8) eligibility assessment by educational institution. 2.The alternative strategic giving included; 1) risk preventions 2) provision that instigates changes in target group 3) sustainable application of the strategic provision 4) equality and righteousness 5) proactive orientationand interactions between alliances 6) non-performing loan restructure and bad debt’s relief and resolution 7) long term assessment. 3.Policy recommendations included1) selection criteria should be reviewed to identify suitable loan applicants, 2) promotion of awareness regarding repayment as well as a formation of network alliance to exchange information among alliances, 3) emphasison underprivileged students and increase the number of counsellingteachers to work at their full capacity. 4)enhancing potentials of counselling and other staffs and broaden activities that lead to success in different aspects. 5) Pilot vocational institution should introduce these activities in other areas to increase a strong learning network 6) introduction of an effective debt collection via tax system which stipulates payment conditions that are commensurate with incomes and 7) assessing annual operational success, particularly debt collections as well as contributions of borrowers to the society and their commendation as a role model.
