This part analyzes the development of the system of public education in the period of 1900–1917.The source base for the study was the annual “The Reports of the trustee of the Caucasian educational district on the state of educational institutions of the Caucasian educational district”. These reports were published in the period of 1884–1914. For 14 years from 1900 to 1914 the number of educational institutions and the number of students increased by 2.5 times. The greatest successes were in the field of secondary and primary education, where the number of educational institutions increased by 3 times, lower education developed less dynamically. As for the gender balance among students, the female education during this period made a significant breakthrough in primary school, where the proportion of girls increased from 25 to 33 %. At the same time, in secondary school by 1914, almost parity was already observed between boys and girls. All this testified, in the authors' view, that public education has firmly entered the way of life of the population in the Caucasus.
