摘要:This article discusses power transition process from Abdurrahman Wahid (Gus Dur) to Megawati Soekarnoputri. Many call the removal of Gus Dur's power as a president an impeachment that involved a prior Decision of the Indonesian People Consultative Assembly. However, despite naming the process as an impeachment, this article sees the process as a no-confidence vote because Gus Dur obtained his president's power from a confidence vote of the Indonesian People Consultative Assembly. Consequently, the Assembly may remove the president by a no-confidence vote. This statement is logical since the Indonesian Constitution combines the presidential and parliamentary systems in the relationship between legislative and executive. Therefore, norms of government termination depend on the parliament, which is the Indonesian People Consultative Assembly.
