摘要:The article defines the importance of implementing democratic reforms in Ukraine, objective processes of society development, the need for administrative and territorial reform in the country. As not all legal issues are clearly regulated, decentralization reform is a topical issue and needs research. Decentralization of power as a component of state policy of regional development is one of the defining agenda of reforms in Ukraine. It has laid the groundwork for radical institutional change, improved the quality of life of citizens and is important for continuing sectoral reforms. Thanks to the creation of a new system of distribution of power between central and local authorities in Ukraine today, a new legal system of relations between different branches of government and a new balance of checks and balances is actually being formed. The essence of the decentralization reform is to expand the powers, resources and responsibilities of local governments by transferring them from the state to the local level. The purpose of decentralization reform is to form effective local self-government to create and maintain a full and comfortable living environment for the citizens of our country, provide them with quality and affordable public services, establish institutions of direct democracy, harmonize the interests of state and local communities. The reform of decentralization of power presupposes the responsibility of local self-government bodies to the inhabitants of communities for the efficiency of their work, and to the state for its legality. To complete decentralization, it is necessary to amend the Constitution of Ukraine on relations between central and local authorities, as well as to adopt legislation on local referendums and self-government in urban communities. This will increase the community's influence on local government activities and key decision-making on the ground. Despite the experience of other countries in the world on decentralization, this concept is still unclear to most Ukrainians, because the implementation of such a system abroad is due to historical experience, taking into account the specifics of formation and development of a particular state. in Ukraine. European and world experience shows that local problems can be effectively solved only at the local level. Decentralization involves the transfer of power to solve local problems to the level closest to the people - from the central government to local governments - directly to communities, as well as to provide communities with their own financial resources that will enable them to solve these problems. Local governments are accountable to voters for the effectiveness of their work, and to the state for responsibility for the rule of law. It has great potential to stimulate the development of the regions and, through this development, Ukraine as a whole. The article identifies the main advantages and problems of administrative reform and its further impact on modern public administration.
