摘要：Sport is introduced non-political only in appearance; but this social issue has long been a battleground for power in politics. From the first days of structuring, illusive sports field in Iran has always seen the presence of rulers from other fields, except for short periods. While ports development is a systematic, intertwined, and highly specialized that is becoming increasingly complex; In this context, the human resources of the sports field, who have a deep knowledge and appropriate experience of the sports field, are undoubtedly the best options to be at the top of the general management of the sport. Therefore, the purpose of this study is to analyze the options among sports management professionals for the position of the Ministry of Sports and Youth. For this purpose, using the actor analysis technique and the strategic the planning simulation tool called Mactor, the degree of Impact and effectiveness of key actors of the sport field on each other, and also identifying the position of each actor towards the goals were examined. Seventeen sports management experts who were selected purposefully, completed the actor-actor and actor-goal matrices. The implications of the actors toward the goals, the scale of the actors' competitiveness, the convergence and divergence of the actors and the goals, as well as the net distance between the key actors and the goals, were carefully examined with the software. The goal of political behavior development is of particular interest to all sports actors.
