摘要:In the continuous development of behaviorist public policy theory, nudge tools have gradually become a policy tool of great interest to the academic community, which believes these tools can improve the effectiveness of public policy. However, scholars frequently disregard the impact of policy attributes on the policy effect when the policy content is matched with explicit policy tools and potential policy tools. Most studies have confirmed the application effect of nudges in policies that are receptive, but there is little research on their application in policies that are resistive. Through research on the supply content and promotion mechanism of policy resistance, we determined that the nudge policy tool does not demonstrate significant benefits for the effect of policy behavior, while, among the explicit policy tools, the preaching tool has a significant impact on the effect of policy behavior.
