摘要：This paper proposes a theoretical innovation in the field of social intervention and public policies in Latin America based on the concept of interpenetration and its relation to negative dialectic. In this sense, it is proposed to build bridges between traditions of systemic and critical thought for addressing public policy in the region. The paper not only addresses the conceptual dimensions of this contribution but also practical problems of this new approach.
