摘要：This article analyzes how Lhe World Bank has transformed the foreign debt of various countries into an instrument of economic intervention and domination, which have extended themselves to social policies. In the case of elementary education, the financing of some projects causes institutional, legislative, and organizational alterations, which force the adoption of the rational management model in public schools. It also shows how Lhe free market economy has become in differing degrees, an obstacle to social development and democracy.
