摘要:The present paper discusses the implementation of quotas as an affirmative action policy in an attempt to reverse the historical tendencies which have conferred Brazilian blacks a strong situation of disadvantage. More precisely, it defends the use of quotas for afro-descendants to access centers of higher education and mass media. It also defends these measures as short-term strategies, which should be followed by public policies, focused more specifically on diminishing the structural causes of racial discrimination. Thus, articulation of short and long term policies may insure a more effective and lasting equal opportunity to sectors that are presently racially dominated.
