摘要：O presente trabalho busca fazer uma breve análise sobre os conceitos de discurso, poder e desenvolvimento, a fim de realizar indicações para a pesquisa a respeito dos projetos e programas de desenvolvimento no Paraná. Inicia-se este artigo a partir de uma revisão bibliográfica sobre os conceitos de discurso, cultura e poder, assim como as relações sociais que os envolvem. Por meio da discussão destes termos e do impacto de seus usos em políticas públicas, procura-se construir uma base para se pensar a respeito do conceito de desenvolvimento. Por fim, faz-se uma reflexão sobre o uso desse conceito nos projetos e nas justificativas de ocupação econômica do território no Paraná. Neste trabalho procurou-se estabelecer uma relação entre os conceitos citados, que, cada um ao seu tempo, constitui as bases da formação do discurso político no Estado do Paraná, sobretudo no que se refere ao desenvolvimento econômico através da sua forma logística no Estado.
其他摘要：This paper seeks to create a brief analysis on the concepts of discourse, power and development, as to put forward indications that could base the research on projects and programs of development in Paraná. We start this article by revising bibliographical sources on the concepts of discourse, culture and power, as well as the relationship that involve them. Through the discussion of these terms and the impact of their use in public policies, we seek to build a basis for thought on the concept of development. Finally, we propose a reflection on the use of these concepts in projects and justifications for economic occupation of territories in Paraná. In this paper, we sought to stablish a relationship between the aforementioned concepts that, each at its own time, have constituted the basis for the molding of political discourse in the State of Paraná, above all in what refers to economic development through its logistical network.
