摘要：The development of National Housing Policies had difficult journey and places Romania among the countries of Central and Eastern Europe with the least effective policies in this field. The outcome, in the spring of 2009, of "First Home" program represented wholeness of National Housing policies. This article is a critical analysis of this program, a SWOT analysis and outlines proposals to streamline programs of this kind.
