摘要：O autor busca contribuições das ciências humanas e de autores da saúde para apresentar uma determinada concepção da teoria da ação, que entende como fundamental para a compreensão não idealizada da micropolítica em saúde, e seus desdobramentos para o processo de gestão. Constrói o conceito de ¿trabalhador moral¿, como correlato da visão do ¿homem funcional¿, alertando para o risco de atores em situação de governo ou em algum processo de ¿intervenção¿ organizacional, engajados no processo de construção do SUS, assumirem uma visão objetivante e instrumentalizadora dos trabalhadores de saúde, subestimando seu protagonismo e sua força instituinte, produtora de sentidos que, nem sempre, são os desejados pelos dirigentes, por mais justos e necessários que sejam.
其他摘要：The author searches for contributions from the fields of Humanities and Health to present a certain action theory concept, which is perceived as being essential for an unidealized understanding of health micropolitics and its outcome for the management process. He builts the concept of ¿moral worker¿ as a correlate asset concerned with the view of the ¿functional human being¿ to call one¿s attention for the risk taken by actors found either in the governmental situation or in any organization ¿interventionary¿ process, and engaged in the building process of the Brazilian National Health Service (SUS), of taking up an objectivistic and instrumental view of health workers, underestimating their protagonism and their institutive power, which is capable of producing senses that not always are the ones required by the leaders, regardless of their fairness and indispensability.
