摘要：Este artigo trata das políticas de expansão do ensino superior no Brasil como estratégia de democratização e de ampliação das oportunidades e chances de vida. Trata-se de uma revisão da literatura acrescida de um estudo empírico. Na primeira parte do texto, fazemos uma breve revisão da política de ensino superior no governo de Fernando Henrique Cardoso (FHC) e no governo de Luiz Inácio Lula da Silva. Na segunda parte, realizamos um debate acerca da inclusão cidadã, via educação, e dos obstáculos que surgem ao estabelecimento da igualdade de oportunidades. Para tanto, nos concentramos no Sistema de Seleção Unificada (Sisu), a partir do caso específico da Universidade Federal do Tocantins (UFT). As conclusões apontam para a incapacidade desse mecanismo de promover uma ampliação das chances de vida por meio de uma distribuição equitativa do acesso à rede federal de ensino superior.
其他摘要：This article deals with the expansion of higher education policies in Brazil, as a strategy of democratization and expansion of opportunities and life chances. This is a review of the study plus an empirical literature. In the first section, we briefly review the higher education policy in the government of Fernano Henrique Cardoso (FHC) and the government of Luiz Inácio Lula da Silva. In the second part, we conducted a debate on citizen inclusion through education, and the obs - tacles to the establishment of equal opportunities. Therefore, we focus on Unified Selection System (Sisu), from the specific case of the Federal University of Tocantins (UFT). The findings point to the inability of this mechanism to promote increasing the chances of living through an equitable distribution of access to federal network of higher education.
