摘要：El Instituto Nacional de Vitivinicultura(INV) fue creado en 1959 por la Ley Na-cional N° 14878. La forma colegiada y conrepresentación pública y privada estableci-da para su conducción, fue rápidamentesuspendida y el Instituto fue intervenidopor el gobierno nacional por 21 años. Eta-pas de énfasis en el control contra la adulte-ración y de creación de políticas activas sealternaron con tiempos de parálisis ydesfinanciación. En 1984 se normalizó suconducción, retornando a la forma colegia-da y mixta en un momento de crisis de lavitivinicultura. El estudio de las políticaspúblicas y de las instituciones estatales es uncampo promisorio para el análisispolitológico porque allí se establecen rela-ciones de poder y se disputan recursos. Elpresente artículo reseña la historia del INVdesde su creación hasta 1991, año en que, através del Decreto N° 2284, se reformaronsus funciones y se suprimió su directorio.

The leading forms ofcollegiate and established public andprivate representation were quicklysuspended and the Institute was operatedby the national government for 21 years.Stages of emphasis on control againstadulteration and the creation of activepolicies alternated with times of paralysisand defunding. In 1984 it has beennormalized and returned to the mixed andcollegiate form during a crisis of thewinemaking industry. The study of publicpolicy and state institutions is a promisingfield for political science analysis because itis possible to establish power relations andthe resources that are in dispute. This articlereviews the history of the INV fromcreation to 1991, when through DecreeNº 2,284, its functions were reformed andits directory was deleted.
