摘要：A pesar de que el desarrollo de la democraciadepende de un sinnúmero de factores, en eldebate académico y político el mayor hinca-pié se ha puesto especialmente en uno de es-tos factores: las instituciones. En este artículose sostiene que la importancia de las institu-ciones es relativa y que su real importanciadepende de otros factores, razón por la cualen el estudio y diseño de las instituciones hayque tomar en cuenta el contexto, especialmen-te la cultura política. Dado que la cultura po-lítica incide mucho en el efecto que tengan lasinstituciones sobre el desarrollo de la demo-cracia, se intenta analizar si por medio de re-formas institucionales es posible influir en eldesarrollo de la cultura política.
其他摘要：AbstractDespite the development of democracydepends on many factors, in the academicand political debate the emphasis has beenespecially made on one of them: institutions.The article argues that the relevance ofinstitutions is relative and that their realrelevance depends on other factors. For thatreason, the study and design of institutionshas to consider the context, especially the civicculture. Since civic culture affects a lot on theeffect institutions have on democracy’sdevelopment, the article analyzes if it ispossible to influence the development of civicculture through institutional reforms.
