摘要：El presente artículo estudia las característi- cas institucionales del Parlamento urugua- yo y su particular relación con un Poder Ejecutivo poderoso y un sistema de parti- dos institucionalizado. La tesis que guía el estudio afirma que tanto la fisonomía institucional como las actuales prerrogativas del parlamento responden a las preferencias de los partidos políticos, los cuales optaron, en la coyuntura constitucional de 1967, por diseñar un sistema de gobierno con un Poder Ejecutivo reforzado. El resultado fue la definición de una legislatura reactiva que, al mismo tiempo, oficia de hábitat para el desarrollo de partidos legislativos estables. Para demostrar estas sentencias, se realizan diferentes exámenes empíricos que permi- ten evaluar adecuadamente las consecuen- cias que genera este diseño institucional, el poder que ejercen los partidos sobre las carreras de los legisladores, y el grado de influencia de la actividad reactiva del Par- lamento sobre las iniciativas que presenta el Poder Ejecutivo.
其他摘要：This article examines the institutional features of the Uruguayan Parliament and its particular relationship with a powerful Executive and an institutionalized party system. The thesis argues that the current Parliament’s prerogatives arise in the preferences of political parties, which at different junctures reformers chose to design a government system with a powerful Executive branch. This implied the definition of a reactive legislature and a functional habitat for the development of a stable political party cast. In order to demonstrate these statements, the author tooks several empirical tests to assess the consequences of this institutional design, the power exerted by the parties on the legislators’ careers, and the degree of influence of the Parliament’s reactive activity on initiatives presented by the Executive.
