摘要：Este texto analiza la reforma del sector salud en América Latina y el Caribe, los conceptos yejes centrales de la agenda de cambio. Identifica las adaptaciones que adquiere en los modelosimplementados en la región y analiza sus resultados en algunos países, sobre todo en relacióncon la equidad. Discute los mecanismos reformadores propuestos en términos de eficiencia,efectividad y capacidad de regulación del Estado. Los países latinoamericanos y la periferia engeneral han sido más radicales en sus procesos de reforma, incluso partiendo de condicionesmuy precarias y estando sometidos a limitaciones financieras, e histórica deficiencia en cuantoa la capacidad de implementación y regulación. Se confirma la desestructuración de los sistemas anteriores, sin alcance de las mejoras pregonadas, empeoramiento de la equidad en elacceso y utilización de los servicios, ya sea por la radicalidad de los procesos o por el alto gradode experimentación con el que las reformas están siendo implementadas.
其他摘要：This text discusses the reform of the health sector in Latin America and the Caribbean, theconcepts and central axes of the agenda change. It identifies the acquires adaptations in theimplemented models in the region and analyzes his results in some countries, coverall in relationto the fairness. It discusses to the mechanisms reformers proposed in efficiency terms, efetividadand capacity of regulation of the State. The Latin American countries and the periphery ingeneral, have been more radical in their processes of reform, even starting off of very precariousconditions and being put under financial limitations, and historical deficiency in the capacity ofimplementation and regulation. The desectructuración of the previous systems is confirmed,without reach of the announced improvements, worsening of the fairness in the access and useof the services, is by the radicalidad of the processes, is by the high degree of experimentationwhereupon the reforms are being implemented.
