摘要：Este trabajo analiza el principio de heterogeneidad municipal en Cuba, por medio de la precisión de su contenido históricamente determinado y las alternativas de tratamiento del mismo; a fin de estar en condiciones de proponer válidamente la inserción del asociativismo municipal como una alternativa para lograr una mejor materialización de dicho principio, en vista de las perspectivas del perfeccionamiento institucional que suponen los Lineamientos de la Política Económica y Social del Partido y la Revolución. En esta investigación se recurre al uso del método jurídico doctrinal a fin de precisar el contenido y alcance de las principales variables estudiadas; el método de análisis de documentos como base para el estudio de las fuentes doctrinales y legales consultadas; y el método analítico-jurídico como medio para el examen del carácter sistémico de las normas vigentes en materia municipal a fin de precisar el sentido y alcance del principio de heterogeneidad en las mismas, y sus potencialidades y perspectivas dentro del nuevo escenario político-jurídico se emplea.
其他摘要：This work analyzes the principle of municipal heterogeneity in Cuba, by means of the precision of its historically content and the alternatives of treatment of the same one; in order to be in conditions of proposing the insert of the municipal association validly as an alternative to achieve a better materialization of this principle, in view of the perspectives of the institutional improvement that suppose the Guidelines of the Economic and Social Politics of the Party and the Revolution. In this investigation it is appealed to the use of the doctrinal juridical method in order to specify the content and reach of the main studied variables; the method of analysis of documents like base for the study of the consulted doctrinal and legal sources; and the analytic-juridical method as means for the exam of the systemic character of the current norms in municipal matter in order to specify the sense and reach of the principle of heterogeneity in the same ones, and its potentialities and perspectives inside the new political-juridical scenario.
