摘要:The article is dedicated to recognition of local communities’ rights to administrate local municipality. One of the issues linked to legitimacy of law, highlighted by the author, is a paradoxical situation, in which a government creates new municipal units and legally recognizes its boundaries through primary legitimization. But at the same time does not recognize established local communities. The author concludes that local communities and municipalities are interconnected, but when they create local municipalities, the issue of existence of full-fledged local communities is not given a priority.
