摘要:The creation and development of the national school in Russia had long and complex, controversial and dramatic history. The activities of the national school and the educational community have followed national trends in pre-revolutionary Udmurtia (in Glazovsky, Elabuga, Malmyzh and Sarapul uyezds of Vyatka province). The educational process here was based according with the four "Rules..." of the education of non-Russian peoples of the Empire, adopted in 1870, 1906, 1907 and 1913. Used complex published materials and archival documents shows that the positive trend observed in the second half of the nineteenth century, in the early XX century has stalled. However, Udmurt language was used in the system of Christian education at the local level. Secular elementary school in process of education used Russian language. The events of the Russo-Japanese war (1904-1905) and the First Russian revolution (1905–1907) changed the educational course.
