摘要:Public funding of adult education in Austria - on a modest scale - dates back to the 19th century but was not connected with government control for a long time. This article traces the historical development from the start of public support in 1887 through the increasing control of adult education by the state and its integration into the educational system in the 1970s to the most recent innovation, the Adult Education Initiative. It is the decade-long transformation of "free" adult education into an "integrated" adult education. Steps along the way include the founding of the Austrian Conference on Adult Education (Konferenz der Erwachsenenbildung Österreichs - KEBÖ in German) and the Austrian Society for Political Education, the Adult Education Promotion Act, the "Aktion Stellenlose Lehrer in der Erwachsenenbildung" (initiative to recruit unemployed teachers to adult education) and the frameworks of quality. The conclusion makes the case for a government policy for adult education that overcomes the fatal duality of state or market and takes into account the role of social partners.
