摘要：Since the Finch Report was published in 2012, research funders, universities, publishers and learned societies in the UK have all instituted new policies and procedures to accelerate the transition to open access.This paper reports on a review of progress undertaken by the Finch Group, and points to some areas, including monitoring of costs, licensing, but above all co-ordination between the different stakeholder groups, where further action is required.
