摘要：While the specific characteristics of cyber attack do not qualify as either a use of force of armed attack, those are intented to cause significant loss of life, disruption of national critical infrastructure could constitute an armed attack. In this sense, this paper examines the question of whether the right of self defense under the International law permits us to react to current cyber attacks carried out by North Korea. And we also propose some policy directions at MND level to enhance our cyber capability.
