摘要:There has been global emphasis on improving the a bility of universities to cope with the challenges of the 21st ce ntur y. T his artic le focuses on the obsta cles hinde ring the e ffec tive gove rna nce of u niversities in Uga nda a nd r epor ts on a sec tion of a doc tor a l thesis on de veloping and sustaining effe ctive gover nan ce of universities in Uganda. T he study a dopted a mixed method approach involving both public and private universities. Phase 1 was a qua ntitative design while phase 2 employed a qualitative research design. T he study revealed that the key obstacles to university governance in Uganda were government interference, bureaucra cy, la ck of commitment, conflicting values, inadequa te funding a nd poor remunera tion T he study recommends the following: (1) Universities should be given more opera tional a utonomy a nd be more ac countable within the Ugandan policy framewor k. (2) Governa nce cha llenges be reduced by maximising delegation and decision-making, increasing governa nce financing a nd ba la ncing bu rea ucr acy in mana gement. (3) Appropria te str ucture s, systems, processes a nd proce dur es for decision-ma king a nd implementa tion ar e required. (4) A mechanism for funding universities should be developed both internally and exter nally.
