  • 摘要:Vu lnera bility is the extent to which a community can be affecte d by the impa ct of a haza rd while environmental security is e nvironmental viability for life su pport. Environmental security affects h umankind a nd its institu tions a nd orga niza tio ns a nyw her e a nd at a nytim e. This pa per a ims at ex amining the c oncep ts of vulnerability and environmental security a nd a ssessing the impact of disa sters on a community. Data were obta ined through seconda ry sources coupled with review of lite rature. This paper revea ls that a bout 1.2 million people are killed in traffic a ccidents every year in the world; in the United States a bout 43,000 people are killed in fa tal car accidents every yea r while in N igeria, a ccording to the World Hea lth O rganiza tion about 32,000 people die yearly thr ou gh road accidents. T his pa per also shows tha t the Pandemic tha t occurre d betw een 13 30 a nd 1351 killing 75,000,000 people was the deadliest natura l disaster ever experienced in the world. This pa per reveals that Nigeria has suffered a lot from the problem of disaster. The world Disaster Report ga ve an annua l a verage of people killed and affected by disasters in N igeria a s 96,786 representing 0.09% of people killed and affected by d isa sters in the world. In addition this pa per disc loses tha t there ha s been series of building colla pses in Nigeria ; in Lagos Sta te a lone , over 10 0 buildings ha ve collapsed sinc e 197 8. Fina lly re commenda tions we re made a nd the ne ed for government a t all le vels to e xhibit strong political w ill rega rding disaste r ma nagement in order to mitiga te its occurrence and impa ct is highlighte d.
