摘要：Estudiamos aquí algunos de los factores que ayudan a comprender la situación actual del primero de los objetivos de la Educación para Todos en América Latina. Así, planteamos un marco que delimita la realidad socio-histórica de la región en lo que respecta al bienestar y la exclusión social como elementos que condicionan los procesos de desarrollo para, después, atender al progreso y situación de expansión de la educación y atención de la primera infancia, especialmente para los grupos más vulnerables de las sociedades latinoamericanas. Finalmente, analizamos las medidas y acciones planteadas para intentar hacer posible el derecho a una educación y atención de calidad y equidad para la primera infancia.
其他摘要：In this work we study the factors that help to understand the state of the first aim of the «Education For All» framework in Latin America. Therefore, the paper builds on the societal and historical structure of the region concerning elements such us the well-being and social exclusion which bias its development. From this view, we attend to the progress and expansion of the early childhood education and care (ECEC) provision throughout Latin American societies, particularly for vulnerable groups. Finally, we include an analysis on the settled measures and actions in support of the right to ECEC, both in terms of the quality and equality implications in this field.
