摘要：Esse artigo tem como objetivo analisar as metas 10 e 11 que tratam da Educação Profissional e Tecnológica (EPT) no Plano Nacional de Educação (PNE) 2014 - 2024 e apresentar algumas questões para o debate. São consideradas as contribuições de Cury ( 2006 ), Moura ( 2010 ) e Machado e Velten ( 2013 ) para efetuar uma análise documental compreendendo a Lei n. o 10 . 172 / 2001 que criou o PNE 2001 - 2010 , o Projeto de Lei n. o 8 . 035 / 2010 que trata do PNE 2011 - 2020 e a Lei n. o 13 . 005 / 2014 que estabelece o PNE 2014 - 2024 . Verificaram-se alguns pontos de avanço e outros de imprecisão que revelam grande deficiência no campo do planejamento e avaliação das políticas públicas educacionais no Brasil. Apesar dos avanços, o PNE apresenta metas sem definir quem deve fazer e com quais recursos, o que pode levar a um federalismo competitivo (CURY, 2006 ) ao invés do colaborativo previsto no texto legal.
其他摘要：This article analyzes the goals number 10 and 11 about Technical and Professional Education (EPT) in the National Education Plan (PNE) 2014 - 2024 and presents ideas for deliberation. The contributions of Cury ( 2006 ), Moura ( 2010 ) and Machado and Velten ( 2013 ) are considered to make a documentary analysis comprising the Law n.º 10 , 172 / 2001 that created the PNE 2001 - 2010 , the Bill n.º 8 , 035 / 2010 which deals with the PNE 2011 - 2020 and the Law n.º 13 , 005 / 2014 wich establishes the PNE 2014 - 2024 . There has been some development and also imprecisions that reveal major deficiencies in the field of planning and evaluation of educational policies in Brazil. Despite the advances, the PNE presents goals without defining who should achieve then, and with what resources, which can lead to a competitive federalism (CURY, 2006 ) instead of the collaborative federalism enunciated in the legal text.
