摘要：Este artigo trata das relações históricas entre o movimento político fundado por Juan Domingo Perón, o Justicialismo (Peronismo), e a Universidade na Argentina. Em especial, analisa-se a inflexão política antiestatal do peronismo em sua última versão, nos anos 90, com o menemismo. O governo de Carlos Saúl Menem (1989-1995 e 1995-1999), adotando uma política econômica liberal ortodoxa, implementou o Programa de Reforma da Educação Superior (PRES), financiado pelo Banco Mundial, cujos desdobramentos possibilitavam, entre outras conseqüências, cobranças de anuidades (arancelamiento). O processo moderno de ajustamento do sistema universitário argentino, que se orientava ideologicamente pela então pioneira Reforma de Córdoba, de 1918, está a demonstrar seu enquadramento no panorama mais amplo das mudanças mundiais
其他摘要：This article explores the historical relations between the political movement established by Juan Domingo Perón Peronist Justicialism and the University in Argentina. The text analyses especially the antistatal political inflection of Menemism, the 90´s version of Peronism. The liberal orthodox economic policy of Carlos Saúl Menem Government (1989-1995 and 1995- 1999) was responsible for the implementation of the Reform Program for Higher Education (RPHE), financed by the World Bank, which results, among other consequences, brought the payment of tuitions by the students (the arancelamiento) The contemporary adjustment process of the Argentine Universitary System, which was ideologically based on 1918 Cordoba Reform Movement, is part of the broader landscape of 90´s world changes
