摘要：Este estudo tem como tema a gestão social no Programa Territórios da Cidadania (PTC), por meio de um estudo de caso no Território da Cidadania Noroeste Colonial do RS (TC-NORC). Apresenta reflexões sobre a dinâmica de funcionamento do programa, em especial de seu Colegiado Deliberativo. Com o intuito de identificar e analisar a efetividade da gestão social com cidadania deliberativa neste território, a pesquisa utilizou categorias de análise: configuração do poder do colegiado (Allebrandt, 2002, 2010), autonomia (Tenório et al., 2010) e efetividade da cidadania (Tenório et al., 2010). Os resultados mostram que a proposta institucional do Ministério de Desenvolvimento Agrário (MDA) é boa, porém é necessário agregar esforços para efetivamente colocá-la em prática e, desta forma, criar situações para que esta relação ocorra em prol do desenvolvimento da região. Aponta-se para a necessidade de valorizar a comunicação no TC-Norc, preparar melhor as pessoas à participação e buscar maior envolvimento dos segmentos chamados ao engajamento no PTC, valorizando a cidadania deliberativa e a gestão social do processo. Este espaço, onde todos deveriam ter direito à fala sem nenhum tipo de coação, ainda precisa ser melhorado, pois se percebeu que, apesar de os cidadãos terem momentos para trazer os anseios de seu meio, muitas vezes não são ouvidos. Para que a gestão social seja praticada no território, a autoridade decisória precisa realmente ser compartilhada entre os participantes por meio do diálogo, caso contrário o cidadão se desmotivará a participar por perceber que não há real transparência na gestão das políticas públicas.
其他摘要：This study has as its theme the social management in the Territories of Citizenship Program (PTC), through a case study in the Northwest Territory Citizenship Colonial RS (TC-NORC). Comes up with considerations about the dynamic of the performance of the program, in special its Deliberative Collegial, research used the original materials: the power of college configuration (Allebrandt, 2002, 2010) autonomy (Tenorio et al., 2010) e the effective of citizenship (Tenorio et al., 2010). In the following results, was exposed the idea of the institutional documents from MDA, besides, being necessary to join strengths to put it effectively in practice, and, this way to develop situations to bring up all this relation for the development of the region. Also, to increase the value of the communication of the program, to prepare individuals to be participant in the definition of strategies, such as, bigger involvement of the segment of the society called by engagement on the PTC, increasing the value of the deliberative citizenship and the process of social management. Finally, this space, where everyone has the right to say something ,without enforcement, still has to be better prepared, once knowing that the citizen can bring all the thoughts from its community, sometimes they have not being heard. It is necessary, to the Territorial Citizenship to be better prepared in the Norwest of the Colonial Territory, the resolution needs to be shared by all the participants through dialog, otherwise the citizen are not going to be motivated to be participant in the program, felling that the public policies are not clean enough.
