摘要：Este artigo apresenta uma leitura sobre a difícil construção da cidadania no Brasil. Entendida e empregada de maneira diversa no decorrer da História, a cidadania está essencialmente ligada à conquista de direitos: para os gregos ela representava a igualdade entre os cidadãos (homens), o direito de participar da polis e exercer a democracia; para os modernos estava ligada ao direito à vida, à liberdade, à propriedade e ao sufrágio universal (direitos civis e políticos); nas sociedades desenvolvidas do século 20, completa-se o ciclo das conquistas com os direitos sociais. No Brasil, a conquista dos direitos não seguiu a lógica nem o tempo cronológico das sociedades desenvolvidas: aqui, tardiamente surgem os direitos individuais e políticos (1824); por fim, os direitos sociais são conquistados (décadas de 30 e 60), exatamente quando os direitos civis e políticos foram negados.
其他摘要：This article presents an overview about the difficult citizenship construction in Brazil. Understood and utilized in different ways along (the) history, (the) citizenship is essentially connected to the conquests of rights. For the Greeks, it represented the equality between the citizens (men), the right to participate in the Polis and the exercise (the) of democracy; for moderns it was connected to the right to life, freedom, property and the universal suffrage (civil and political rights); in the developed societies of the 20th century, the conquest cycle got completed with the social rights. In Brazil, the conquest of rights did not follow the logic nor the chronological time of the developed societies: here, the individual and political rights appeared delayed (1824), finally, the social rights were conquered (the 30´s and 60´s), exactly when the civil and political rights were denied.
