摘要：En este artículo me propongo enmarcar la evolución de la figura del enemigo político al interior de la más general evolución del ordenamiento del sistema inte rnacional. La tesis que se afirma es que la detecci ón del enemigo es siempre una construcción discursiva cons ecuente a las trasformaciones del poder hegemónico y de su manera de conducir una guerra. Ilustraré por lo tanto los cambios históricos que la noción de enemi go ha sufrido, desde Westfalia hasta los modernos program as de contrainsurgencia. Detectaré tres grandes mac ro- marcos (el mundo Westfaliano, la Guerra Fría, el po st-11/S) donde un cambio significativo del equilibr io del poder conlleva un cambio en su capacidad de librar una guerra y, de ahí, una distinta identificación d e la figura del enemigo.
其他摘要：In this article I propose to frame the evolution of the figure of the political enemy in the general evolution of the international system order. The thesis I want to maintain is that the detection of the enemy is always a discursive construction consequent to the transformations of the hegemonic power and of its way of making war. I will illustrate therefore the historical changes that the enemy's notion has suffered, from Westfalia up to the modern programs of counterinsurgency. I will present three big macro-frames (Westfalian order, the Cold War, and the post-11/S) where a significant shift in the balance of power implies a change in their ability to wage war and also a different identification of the figure of the enemy.
