摘要：La irrupció de les tecnologies de la informació i de la comunicació (TIC) ha portat a fer prediccions optimistes sobre l´efecte que aquestes tecnologies tindran en els diversos àmbits de la vida social. En política, la tesi optimista ha visualitzat una transformació radical de les institucions de la democràcia representativa amb la realització de dos ideals que, segons l´argument, les TIC faran possibles: la participació plena dels ciutadans en els afers públics i l´emergència de noves formes de democràcia directa. Aquest article examina els arguments de la tesi optimista o «populista» (com és coneguda) amb la finalitat d´avaluar-ne la validesa des de la teoria de l´elecció racional. Un cop examinats els arguments, l´article conclou que la tesi populista no fa prediccions que siguin realistes o plausibles, ja que es basa en supòsits erronis i poc realistes com es comporta la gent
其他摘要：The irruption of Information and Communication Technologies (ICTs) has led to optimistic predictions concerning the potential of this technology for transforming several areas of social life. In politics, the optimistic thesis envisions a radical transformation of the institutions of representative democracy through the realization of two ideals that, as the argument goes, ICTs will make possible: full-fledged citizen participation in public affairs and the emergence of new forms of direct democracy. This article examines the arguments of the optimistic or the populist thesis (as it is known) in order to asses their validity from a rational choice perspective. After careful examination of these arguments, the article concludes that the populist thesis does not lead to realistic or plausible predictions because it is based on wrong and unrealistic assumptions about how people behave
