摘要:Technology has characteristics like neutrality, efficiency, transparency and regularity. All of them are important factors to be considered in the organization of electoral process. The electoral redistricting of 1996 and 2005 in Mexico are two examples of the technology as a political mediation useful to the construction of agreements between political parties and electoral authorities. We offer five empirical indicators to compare both cases.
