摘要：A elaboração e a implantação do Sistema Nacional de Avaliação da Educação Superior (SINAES) foram marcadas por percalços e embates nos bastidores do governo Lula. Verifica-se que atos normativos e diretrizes mostravam contradições entre si. Em 2008, contrariando a expectativa de que o SINAES teria papel central na regulação, foram criados dois índices com esse fim: o Conceito Preliminar de Cursos (CPC) e o Índice Geral de Cursos (IGC). A criação de um instrumento simplificado de avaliação para a regulação, a utilização de ranques e o uso intensivo da mídia resgatam práticas centrais da política da educação superior do governo Fernando Henrique Cardoso (FHC). Tendo como objetivo a identificação das continuidades e rupturas entre os dois governos, discute-se aqui a hipótese de que a adoção dos índices responde à obrigação herdada de regular o sistema pela via da avaliação, pois - apesar da inclusão social proposta pelo governo - a lógica privatizante continua.
其他摘要：The development and deployment of SINAES were marked by setbacks and struggles behind the scenes of the Lula administration. In fact, some normative acts and guidelines seem to contradict one another. In 2008, belying the expectations that SINAES would play a central role in regulation, two indicators were created: the Conceito Preliminar de Cursos (CPC - Preliminary Concept of Courses) and the Índice Geral de Cursos (IGC - General Index of Courses). Adopting simplified regulation instruments, applying rankings, and intensively using the media revived the main Education policy features of the previous administration, by Fernando Henrique Cardoso. After identifying continuities and disruptions between both governments, this paper discusses the hypothesis that such indicators were a response to the requirement, inherited from the previous administration, to regulate the system through evaluation. Thus, despite the inclusion goal proposed by the current government, the logic of privatization still prevails.
