摘要：O objeto do presente estudo é refletir sobre a relevancia da educacáo como direito e condicáo de cidadania e a funcáo do Estado como responsá- vel pela realizacáo deste direito. O trabaIho divide-se em tres partes, senda a primeira dedicada recuperacáo histórica dos pressupostos da relacáo entre o público e o privado no inicio da modemidade. O segundo ponto trata da educacáo como condicáo do exercício da cidadania, destacando o papel da edu- cacáo escolar formal neste processo. O último tópico discute a responsabiliza- cáo do Estado como garantia de acesso educacáo como meio incondicional para a cidadania. Recuperando as ideias liberais do inicio da Modernidade e contrariamente atuais teses neoliberais, defende-se o ponto de vista de que a atuacáo do Estado como garantia da educacáo de qualidade para todos é imprescindivel.
其他摘要：The aim of the present text is to reflect upon the relevance of edu- cation as a right and condition of citizenship and a function of the State, respon- sible for its realization. The text is divided in three parts: the firstis dedicated to the historical overview of the tenets of the relation between public and private in the begitming of Modernity. The second part approaches education as the condition to the exercise of citizenship, highlighting the role of for mal educa- tion in this process. The last topic discusses the responsibility of the State is en- suring access to education as an unconditional means to citizenship. Retrieving the liberal ideas from the beginning of modemity and, contrary to the current neoliberal theses, the article defends the point of view that in order to assure quality education for all, State actions are vital.
