摘要：E n la actualidad y con fundamentacion en diversos expertos en materia territorial, la política territorial contrib uye a un modelo de desarrollo regional, el cual debe guardar relación con la cohesión económica y social, el desarrollo sostenible y la mejora de la competitividad de las regiones. En este sentido, primero se parte de la definición de política territorial, lo relacionado con el diseño de nuevas políticas y estrategias territoriales, el objetivo y fundamentos de la planificación territorial, las nuevas realidades territoriales. Además se toman en cuenta las políticas de desarrollo territorial en América Latina; así como el papel de la descentralización d la política territorial. Segundo se presenta la Política Territorial y la Planificación Territorial en Venezuela, partiendo de su consagración con base jurídico- constitucional Tercero, finalmente se realiza una aproximación a la situación actual del desarrollo en Venezuela, soportada en la información empírica recabada y a los planteamie ntos teóricos desarrollados; donde se toma como objeto de estudio a la Región Centro Occidental de Venezuela y solo cuatro tendencias en la política de ordenación territorial. El trabajo se llevó adelante mediante el estudio de documentos oficiales, bibliografía relacionada con la temática de autores nacionales y extranjeros, revisión hemerográfica y entrevistas a funcionarios públicos y expertos en el tema
其他摘要：A t the present time and based on the experience of several experts on territorial matters, the territorial policy contributes to a regional development pattern, which should keep relation with the social and economic cohesion, and a sustained develo pment and improvement of the competitiveness in the regions. In this sense, taking as departing point the territorial policy definition, the relation with new policies outlines and territorial strategies, the aim and basic principles of territorial planning, and the new territorial entity. Also taking into consideration Latin American territorial development; and the territorial policy of decentralization. In second place, it presents Territorial Policy and Territorial Planning in Venezuela, starting from its legal constit utional consecration. And in third place there is an approach to the current state of affairs of the development in Venezuela, supported on the empirical information acquired, and the theoretic procedures developed, where the Centro Occidental Region of Venezuela is taken as the object of the study taking only four tendencies of the territorial arrangement policy. This piece of work was carried out by means of the study of official documents, selected bibliography on the subject by national and foreign authors, newspaper archives revision and interviews with civil servants experts on the matter
