摘要:Konsep organisasi pembelajaran masih dianggap baharu dan kurang difahami, terutamanya dalam konteks pendidikan peringkat rendah dan menengah di Malaysia. Justeru, kajian ini bertujuan untuk membangunkan senarai amalan kepimpinan terbaik sebagai panduan menjadikan sekolah sebagai organisasi pembelajaran. Kutipan data dibuat menggunakan teknik Delphi tiga pusingan. Pusingan pertama melibatkan temu bual bersama 15 orang pakar pendidikan. Manakala, pusingan kedua dan ketiga menggunakan soal selidik yang telah dibina dan ditadbirkan kepada lima belas orang pakar yang sama. Data temu bual dianalisis menggunakan kaedah tematik. Data pusingan kedua dan ketiga dianalisis menggunakan statistik deskriptif, iaitu skor mod, median dan Julat Antara Kuartil (JAK). Dapatan kajian menemui lima elemen kepimpinan terbaik organisasi pembelajaran. Elemen tersebut ialah menyediakan ruang dan peluang pembelajaran untuk guru, menjadi model pembelajaran, menggalakkan inovasi, memberikan penghargaan dan pengiktirafan serta membangunkan potensi warga sekolah. Sebanyak 42 amalan telah disepakati oleh panel pakar sebagai amalan kepimpinan terbaik untuk sekolah “organisasi pembelajaran”. Implikasi kajian mencadangkan amalan tersebut dilaksanakan oleh pengetua dan guru besar bagi membentuk sekolah menjadi organisasi pembelajaran yang berjaya
其他摘要:The learning organization concept and its practice is still somehow a novelty, especially in the sphere of primary and secondary education in Malaysia. Therefore, the aim of this research was to develop a list of best leadership practices as a guide for schools to become learning organization. Data were collected using three iteration rounds of Delphi technique. In the fi rst iteration round, interviews were conducted with 15 education experts. Meanwhile, in the second and third iteration rounds, questionnaires were distributed to the same experts. Interviews data were analyzed using thematic analysis. Data for the second and third iteration rounds were analyzed using descriptive statistics such mod scores, median scores and inter-quartile range (JAK). Results found fi ve elements of best leadership for learning organization. The elements were providing learning space and opportunities for teachers, becoming role model for learning, encouraging innovation activities, giving rewards and recognition, developing the potential of school members. 42 leadership practices were given high level of consensus by the experts as best leadership practices for “learning organization” school. This research suggested that school headmasters and principals implement the best practices in order to develop their schools as learning organization
