摘要：Thepresentpaperdiscussestheconceptoffuelpovertytakingintoaccountthearbitragesmadebyhouseholdswhentheyarefacingeconomicconstraints.FuelpovertyisstilllackingacommondefinitionthroughoutEurope:whiletheUKandFrancehave(different)officialdefinitions,thereisstillnodefinitioninacountrylikeGermany,orattheEuropeanlevel.Wheredefinitionsexist,theyoftenconsiderthatfuelpoorhouseholdshavehighenergyneeds.Thepossibilityofbeingfuelpoorevenwithouthavinghighenergyneedsandthevariousarbitragepossibilitiesofhouseholds–i.e.tounder-‐spendandusetoolittleenergy–arenotsystematicallydiscussed.Ourpapertriestofillthatgapbyputtingfuelpovertyintothelargercontextofconstraintsfacedbyhouseholds.Basedonagraphicalanalysis,itshowsthatdifferentsituationsoffuelpovertymightoccur.Itresultsintheidentificationoftwodistinctfuelpovertyproblems:an“energyinequality”problem,reflectedbythefactthatsomehouseholdspaydisproportionatelyhighenergybills,andan“energyaffordability”problemthatcanaffectalargershareofthepopulation.ItfinallyexploresthetwotypesoffuelpovertyforEuropeancountriesanddiscussespolicyimplications
